1. INTRODUCTION Blindness has been identified as a major public health problem in the South-East Asia Region. The WHO Regional Committee for South-East Asia has adopted Resolutions ~EAhC9lB13 and SEA/RC28/R10 in this regard. While Resolution SEA/RC9/Rl3 dated September 1956 focused on the need for an inter-regional activity on trachoma, Resolution SEA/RC~S/R~Od ated August 1975 recognized the great human suffering, heavy social dependence and economic burden imposed upon developing countries by preventable and curable blindness. The Regional Committee noted with concern the magnitude of the problem of blindness due to nutritional deficiency, especially Vitamin A deficiency, trachoma and other tropical diseases, occupational injuries, cataract and glaucoma in the countries of the Region. *
