I. Introduction: On September 1, 1999, the Federal Trade Commission (the Commission) proposed commencing a rulemaking proceeding to amend its trade regulation rule concerning the labeling and advertising of home insulation (R-Value Rule or Rule). 64 FR 48024. The Commission solicited comments on the proposed amendments and additional issues. The Polyisocyanurate Insulation Manufacturers Association (PIMA) respectfully submits the following comments on the proposed amendments and on whether the Commission should propose additional amendments.
