Excerpt: Mr. Chairman and members of the Commission, thank you for the opportunity to present testimony on critical issues for ocean and coastal governance, stewardship, research, and education in the Pacific Northwest and United States. I represent a group of students from Oregon State University who have been examining ocean policy issues this past quarter as part of our studies. As future managers of marine and coastal resources, we hope our recommendations will aid the Commission in its efforts to develop a more focused and integrated ocean policy for the nation.
