There was a strong feeling that The Second European Conference on Environment and Health (June 1994) had been an important step in achieving intersectoral collaboration. The Conference adopted the Helsinki Declaration as a commitment to action on environment and health in Europe and endorsed the Environmental Health Action Plan (EHAP), which outlines the practical actions Member States will take. Some countries have already begun to prepare National Environmental Health Action Plans (NEHAPs) and have established national environmental health committees based on intersectoral membership. Even at this early stage, the group felt that considerable progress had been made and stressed the importance of keeping up the momentum. The declaration gives Member States a strong impetus to review existing policies and identify priorities for future actions in a transparent and convincing manner. This group felt that developing NEHAPs alongside current reform processes offered the best chance for consistency, between national health development strategies, the NEHAP and the EAP.
