The Potential for Health insurance 1.1. Current interest in health iasarancc This paper dcds with the potentkajal for hedth insurance as a sl;ible method of financing health care and the proccss of its growth in developing countries. The intensified WHO cooperation approach has placed emphasis on health care financing in assisting target developing countsies to improve access to health care. l'hc development of long-term policy on h c sourccs of rcvcnuc or financing for the delivery of pcrsonal hcalth services are major issues within the context of strcngthihcning the financial capacity and stability of the institutions involved. This rcview of the potentid for health insurance covers both compulsory and voluntary schemes, at national and community level, wd as single or pluralistic systcms in a country. Thc current concern with financing and thc specific interest in health insurance is often thc rcsult of parallel trends: the recognition of basic health care for all citizcns as a right on the one land, and the difficdties faced by governments in developing and maintaining resources to provide health care ihrough general taxation revenues on thc other. Thesc trcnds may be reviewed within the context of current economic prcsswes. National health policies devclopcd in recent years to meet the objectives of Health For All, and as conditions linked to credits from international and bihteral funding agencies, stress the aims of cquitablc distribution and access to health care. At the same time, governments may he forced to reduce the subsidization of basic goods and services, and to reduce government budgcts for the provision of health and social services. hnplcmentation of such policies places urgency on the development of additional methods to finance both thc dcvclopmcnt of the health services system and the delivery of health care.
