Excerpt: SPAIN. The ever-increasing emphasis by the majority of companies to reduce costs is helping pave the way for on-line training. However, despite a substantial increase in industry revenues, progress has been disappointing. The low Internet penetration rate, infrastructure problems, scarcity of top-notch professionals, lack of public and private sector support, and the worldwide recession including the dot-com crisis are considered some of the reasons for its slow implementation in Spain. Apart from the corporate sector, universities are also focusing on e-learning. Industry sources are confident that this is just a passing phase and are generally optimistic as to future developments.
