Excerpt: Section 1 -- Commerce Competitive Sourcing Program Overview 1. Program Introduction Competitive sourcing helps to ensure that citizens receive the maximum value from their tax dollars by subjecting commercial activities to the forces of competition. The policy and procedures for executing public-private competitions are contained in the Office of Management Budget (OMB) Circular A-76, Performance of Commercial Activities, May 29, 2003 (the ?Circular?). The Circular provides a standardized, structured process for determining the most efficient and cost effective method of performance for commercial activities. This competitive process allows government managers to make sound business decisions based on cost comparison determinations ? regardless of ?who? performs the work.
