Excerpt: Pyongyang is ready to resume talks with the U.S. at any time despite President George W. Bush?s naming North Korea as part of an ?axis of evil? along with Iraq and Iran, North Korea?s U.N. ambassador said. In his interview with The Associated Press and Reuters on February 7 in New York, Ambassador Pak Kil Yon said that if Washington is willing to choose a dialogue with Pyongyang on an equal basis and without preconditions, there will be no problem at all. ?As we always say, a nice word will be answered by a nice word,? but setting conditions ahead of negotiations ?is not acceptable at all,? he was quoted as saying.
