Excerpt: INTRODUCTION; The Digital Millennium Copyright Act ( D.M.C.A.) (1) was signed into law by President Clinton on October 28, 1998. The legislation implements two 1996 World Intellectual Property Organization (W.I.P.O.) treaties: the W.I.P.O. Copyright Treaty and the W.I.P.O. Performances and Phonograms Treaty.
