Excerpt: Regarding oily bilge water (p. 24), we recommend prohibition of all oily water discharges in all U.S. territorial waters. // Regarding “Overall Management Approach” for cruise ship pollution (p.25), we recommend the commission allocate resources to assist ports in developing shoreside water treatment infrastructure. // Regarding blackwater (p.26), we recommend the commission: // Prohibit untreated blackwater discharges in all U.S. territorial waters; // Allow treated blackwater discharges only when: o Blackwater has been treated to tertiary quality, and o Unannounced enforcement inspections are often and regularly conducted. // Establish a long-term no-discharge policy for treated and untreated blackwater: // Establish shoreside treatment facilities for blackwater to accommodate nodischarge policy.
