Excerpt: Mr. Chairman and Members of the Subcommittee, I am pleased to appear before you today to discuss the Office of Inspector General?s activities to oversee the Department of Commerce?s Purchase Card Program. I?d like to share with you some of ?the good, the bad, and the ugly? things that we have learned about the program. First, the good: The overwhelming number of Commerce and other federal employees use their government purchase cards responsibly. These cardholders follow appropriate procedures, are careful to avoid making improper purchases, and stay alert to best practices that can help the program operate efficiently.
