Excerpt: Spurgeon F. Johnson, Jr. has been named Superintendent of the Departmental Account Representative Division (DARD) for the U.S. Government Printing Office (GPO). As Superintendent, Johnson will oversee the division that is responsible for liaison with the printing officers of the departments and agencies of the Federal Government, and for assuring that the work those printing officers present to the GPO is produced or procured quickly and economically. The appointment became effective May 19, 2002. In addition to the Office of the Superintendent, DARD consists of Account Representative Sections A and B, the Requisition Section, the Electronic Publishing Management Section, and the Messenger Section. Each Account Representative Section consists of three teams of three Printing Specialists. Each team is assigned a number of Federal agency customers, and has responsibility for providing a liaison between those agencies and the full range of services available from GPO. The Requisition Section receives printing requisitions and determines whether the requisitioned products can be produced on GPO’s equipment. The Electronic Publishing Management Section coordinates the fulfillment of agency requirements for the development and production of electronic publications. The Messenger Section provides delivery and messenger service to speed the movement of copy, proofs, and other materials between Congress, Federal agencies, and GPO’s Central Office. DARD also handles the detailing of GPO employees to customer agencies to assist with processing their printing requisitions. The Division processes approximately 40,000 jobs per years with a total value in FY 2001 of $204,794,078.
