Excerpt: Preparation of Bids. // (a) Bidders are expected to examine the specifications and all instructions. Failure to do so is at the bidder’s risk. // (b) Each bidder shall furnish the information required by the Invitation for Bid (IFB). The bid must be signed by aduly authorized official of the firm, otherwise it will not be considered. Erasures or other changes shall be initialed by the person signing the bid. Bids signed by an agent shall be accompanied by evidence of that authority from an official of the firm, unless such evidence has previously been furnished to the Government Printing Office (GPO). // (c) Bidders shall include anticipated items of cost for production // and normal waste, spoilage, etc., in their bids. // (d) In case of discrepancy between a unit price and extended price, the unit price will be presumed to be correct, subject however to correction to the same extent and in the same manner as any other mistake. // 2.
