Excerpt: Canada-U.S. defense cooperation has through more than six decades of evolving challenges. In 1941, President Roosevelt and Prime Minister Mackenzie King signed the Hyde Park Declaration, which acknowledged the indivisible nature of continental security and pledged mutual assistance in the event of hostilities. Since that time, the United States and Canada have shared a commitment to a strong, integrated North American defense industrial base and to the common defense of our national territories. We also share an equally strong commitment to maintain a secure North American perimeter by instituting defense export controls that support our constantly expanding relationship and yet protect us against unauthorized transfers and re-transfers of controlled defense goods and technologies that threaten the security interests of both countries.
