1. INTRODUCTION 1.1 Human resources for health in the context of health for all and primary health care The Expert Committee's charge was to make recommendations to the Director-General on how WHO could best cooperate with Member States in their efforts to strengthen national and subnational (especially district) systems for health personnel management in order to attain the goal of health for all by the year 2000. This is the goal which the World Health Assembly in 1977 proclaimed to be the main social target of governments and WHO in the coming decades. Resolution WHA30.43 spells out that health for all means the attainment by all citizens of the world by the year 2000 of a level of health that will permit them to lead a socially and economically productive life (4). The Declaration of Alma-Ata, adopted in 1978, further specifies that the key to attaining this goal is primary health care, defined as essential health care based on practical, scientifically sound and socially acceptable methods and technology made universally accessible to individuals and families in the community through their full participation and at a cost that the community can afford to maintain at every stage of their development in the spirit of self-reliance and selfdetermination (5). After endorsing the Declaration of Alma-Ata in 1979, the World Health Assembly in 1981 adopted the Global Strategy for Health for All by the Year 2000 (6). Member States were invited to formulate and implement their own health-for-all strategies, with particular emphasis on the development of infrastructures for the provision of health services which would reach their entire population.
