Excerpt: The Division of Substance Abuse within the Utah Department of Human Services is the lead ATOD agency for the State. There are 13 planning districts - which cover all 29 counties - that develop their own regional ATOD service plans annually and with whom the State contracts. In addition, the 13 planning districts provide a continuum of AOD services, including prevention, intervention, and treatment, while two other organizations provides AOD and other preventionrelated services. The State transfers knowledge to the community directly through a statewide prevention system, through regional prevention systems, county prevention agencies, and community-based organizations. Other organizations addressing ATOD problems in Utah include the Utah Substance Abuse and Anti-Violence Coordinating Council, Utah Federation for Youth, Inc., and the State Office of Education.
