The need for a fresh look at the education of health professionals Many improvements are still required in most health care systems to ensure equal access to all who seek health care, as well as optimal protection against avoidable causes of suffering and death. To make these improvements, there is a need for additional resources for health care, including human resources, and a need to use existing resources better in both rich and poor countries (I). Because the health workforce can account for up to 70% of the recurrent health budget, it is natural that it should be carefully analysed and rationalized as an important step towards better use of existing resources.
