Excerpt: In recent years, governments at all levels have struggled to limit costs without reducing services. At the federal level, various initiatives have been aimed at rethinking the role of the government in managing its buildings and properties, initiatives that in many cases mirror efforts at the state and local level as well as efforts in other countries. To meet these fiscal demands, federal agencies are increasingly interested in managing buildings in a more business-like manner, including exploring the formation of partnerships between the federal government and the private sector.
