Excerpt: Iraq Transitional Government Formation. -- Iraqis first democratically elected government in a generation took office on May 3. United Iraqi Alliance senior member and Daiwa Party leader Ibrahim al-Jaiafari was sworn in as prime minister, leading a cabinet of twenty-seven ministers that includes representatives of all Iraqis major ethnic and religious groups. Two deputy prime ministers also were sworn in. n Five ministries and one or two deputy prime minister posts remain unfilled. According to press reports, no permanent ministers were named to the Defense, Oil, Electricity, Human Rights, or Industry and Minerals Ministries.
