Excerpt: As a follow-up to our May 7, 1999, draft report, this is our final report on our program evaluation of BXA?s export licensing efforts. The report includes comments from your June 3, 1999, written response. A copy of your response is included in its entirety as an attachment to the report. While our report highlights some areas that are working well in BXA, it also highlights problems that hamper BXA?s efforts to effectively and efficiently carry out its export licensing responsibilities. The report offers a number of specific recommendations that we believe, if implemented, will better prepare BXA for the export licensing requirements of the 21st century. Please provide your action plan addressing the recommendations in our report within 60 calendar days.
