Excerpt: July 21,1998 Mr. Chairman and Members of the Committee, I am pleased to appear before you today to discuss our ongoing review of the Department of Commerce's discretionary funding programs. We have undertaken this review at the Committee's request. Consistent with your request, our review will report on the criteria developed, either statutorily or administratively, to guide Department officials in making discretionary funding decisions, and the extent to which the applicable criteria are appropriately applied. Clearly, we share the Committee's interest in ensuring that discretionary funding decisions are merit based and federal dollars are well spent.
