States the need for and describes a proposed Model Cities Neighborhood Development Program (NDP) for low to moderate income affordable housing, an adult education day care center, a recreation area, and to acquire land and prepare sites to sell to contractors for small businesses in the Gouldville-Dudley section of Boston's Roxbury neighborhood, a special impact area; evaluates this community and economic development proposal to improve the quality of life in this urban renewal area using what appears to be federal guidelines; a table provides statistics on the expansion of low and moderate income housing planned and under construction 1960-1972 by type of program; a 1971 draft is also kept on this number; copies of these items were in the BRA collection..
