Excerpt: Federal agencies spend billions of tax dollars each year to buy services ranging from clerical support and consulting services, to information technology services such as network support, to the management and operation of government facilities, such as national laboratories. The amount spent on services is growing substantially. In fiscal year 2000, the federal government acquired more than $87 billion in services-a 24-percent growth in real terms from fiscal year 1990. The Department of Defense (DOD) is, by far, the government?s largest purchaser of services, acquiring more than $53 billion in services in fiscal year 2000. However, our work, and the work of DOD?s Inspector General, has found that this spending is not being managed efficiently.
