There can be little doubt, if we are to accomplish the stated objective of health for all by the year 2000, that we have a gargantuan problem to resolve in the development of appropriate health manpower in terms of numbers alone. The problem is compounded by the necessity to train and utilize people for health care at various levels and in various categories. There is little point in training a multiplicity of front line workers if we do not, at the same time, rovide the supportive and referral chain with goth personnel and facilities. The dissatisfied customer is the surest harbinger of discredit. The establishment of a primary health care network will ensure a corresponding increase in the flow of referral cases.
