1.0 Introduction Dr LU Rushan, Assistant Director-General,, welcomed the Group on behalf of the Director-General. Dr H. Mahler. he paid tribute to the many individuals on the Programme Planning Working Group (PPWG) who had special experience and expertise in their own countries, and to the organizations that had been helpful to WHO in the implementation of chis programme. He noted that the Guidelines for the WIlO Review of Dependence-Producing Psychoactive Substances for International Control were now fully operational. He requested the PPWG to continue to advise WHO on how to make the guidelines most useful in its cooperation with Member States.
