1. INTRODUCTION In January 1992, the United Nations International Drug Control Programme (UNDCP) and the World Health Organization (WHO) jointly organized an Informal Expert Group Meeting on the Craving Mechanism, which included discussions of pharmacological treatment (United Nations and World Health Organization, 1992). In the same year, the Addiction Research Foundation (ARF) and WHO agreed to undertake a joint project to review international aspects of medication development for dependence. During the Annual Scientific Meeting of the College on Problems of Drug Dependence (CPDD) in June 1994, a small group of experts met to develop an agenda for an international meeting to highlight the importance, identify the barriers, facilitate clinical testing, and encourage the development and use of medications for the treatment of substance abuse and dependence. The invited participants would be scientists well-informed about the current status of medication development efforts for alcohol, nicotine (in tobacco products) and illegal drug dependence. Based upon these recommendations, a joint ARE-WHO Consultation w@ held in Toronto, Canada from 22 to 26 October 1995.
