Excerpt: The problems we have at the Corpus Christi Army Depot with the Comercial Activities Process is mainly with understanding the OMB Circular A-76. As a representative of federal employees I feel frustrated when the agency tells me that they are doing some action involving comercial activities and I don't know what I as an employee representative can or should do in order to protect the jobs of the employees we represent. The agency is not obligated and has not provided any training for employee representatives. The only training we get is when we can afford to send our representative somewhere such as our National or District office to receive it. Even then when we receive the training we are still not fully knowledgeable to really understand the whole process and what rights the employees have concerning their jobs.
