Excerpt: A technical team of the International Atomic Energy Agency (I.A.E.A.) visited nuclear facilities in the Nyongbyon area of the D.P.R.K. between January 15 and 19, 2002. The facilities visited by three officials including Oli Heinonen, director of the safeguards department of the Vienna-based U.N. nuclear watchdog, included the Isotope Production Laboratory, an installation that Pyongyang has stated was involved in the early stages of development of its nuclear energy program. It is the first time that representatives of the agency have made an official visit to the laboratory.
