This analysis concludes the answer is to reorganize existing forces into a Quick Response Airpower Force (QRAF). The QRAF concept involves a force structure that can help reduce the operations tempo in the DOD by replacing forward presence with a credible continental United States-based, quick response, deterrent force. This study presents a discussion and background of the problem, its importance, related problems, and past attempts at solutions. It offers a framework describing a quick response force and what it should be capable of doing. After discussing the current US Air Force attempts to provide this capability, the composite wing and the Airpower Expeditionary Force, the force of tomorrow—the threetiered QRAF—is presented. While investigating these topics, my research centered on an interview with one of the former Soviet Union’s top missile engineers, the vice commander of Air Combat Command, discussions with the USAF Air Armament Center’s chief of advanced concepts, and on recently declassified CIA documents regarding the US reconnaissance program and National Intelligence Estimates. Also important to this work are Russian language sources documenting the Soviet need to develop mobile missiles. Information technology (IT) and its gadgets provide no allure. They are neither a marvel nor a toy but exist solely to help get something done. This impassive attitude allows me to avoid capability hype with what IT can do and ask “So, what does IT really do for me?” This attitude is partly due to my mechanical engineering background and to the practical systems engineering philosophies instilled in me by my father. The use of the heavy bomber during Operation Enduring Freedom (OEF) is just one more chapter on the flexibility of airpower. Bombers in the early stages of the war destroyed the Taliban air force on the ground and the limited air-to-air defenses, as well as disrupting command and control nodes. Orbiting close over problem areas, heavy bombers, guided by ground terminal attack controllers, precisely struck key targets. The bombers were supplying something different than traditional CAS. This new form of warfare used small parties of ground troops in support of the massive firepower that the bombers could provide. Each war is different; and in this case, there were virtually no external threats to the bombers. With total air dominance and the freedom to range over the battlefield at will, utilizing heavy bombers in the GAPS role was possible.
